None of the current suits have been PROVEN to aid in bouyance. Cut down on resistance, there is nothing wrong with doing that. If people want to cut out the suits that cover torso because they are concerned about cutting down on resistance, then shaving down of people needs to be banned as well.
There is nothing wrong with the suits that cover the upper body. Again, if the suits people have clear rules as to the material that can and cannot be in the suits, then providing different styles of suits that cover different amounts of the body should be an option.
