You know, I get really perplexed when I hear people comparing a new swim suit with PED use. This is really ridiculous, the idea that a suit can be put on the same moral scale as cheating. It's not a crime to wear a swim suit, it doesn't damage your health, AND, *news flash*, it's not going to improve your swimming skill.
You actually have to be able to swim in the first place. YEARS OF TRAINING + A NEW SUIT = MAYBE YOU SWIMMING FASTER.
The new proposed rules to ban certain suits is a thinly veiled design in protectionism which is flawed from the start because you can still have 50% permeability by simply paneling the material with the "STUFF" that actually works. This design would still meet the criteria, and won't stop the eventual progression to a suit that's not all hype.

If you saw The Amazing Race on CBS last night, you'd know that much. I put some info in my blog today, but one of the challenges was to swim a relay with the 2 team members (100 on/100 off/100 on/100 off). They had them wear LZR's.... And some still wore life vests.
Now that you point that out I think this was very clever marketing by Speedo. "See, the suit does not make you swim!"
My kids and I thought it was pretty wastefull to have a bunch of people with body types ranging from short, stout to 6 foot+ trying to force the suit on(some could not even zip them up in the back)only to end up pulling themselves along the lanelines!
