FS pro sizing question

So, I just got myself a new pair of fs pro legs for my taper meet this year, and I was unsure what size to get. The speedo website recommended a 28, so I bought myself a pair of size 28, and I can get them on with relative ease, maybe 1-2 minutes at the most. However, once they are all the way up they sit basically at the top of my butt, and when I curled over as if in a starting position, they slipped a little bit below that, very close to the line of offending some people's sensibilities. Is this how the suit should fit or do I need to size up?
