I went to undergrad in New Orleans. As far as downtown or in the quarter, there is really nothing. The best pools are at the schools uptown. Try out Loyola or Tulane. Loyola's might be a little more accessible.
There is also the Isadore Newman School, which is also uptown (Jefferson Ave I think!).

I don't really have a contact a Reily, but their facility is nice.
Isadore Newman is only open during Master's workouts Monday, Tuesday, Thursday, and Friday from 5:30-7:00 am.

There is a pool at UNO (which is way over on the lake), but last I heard, it was closed due to damage, and from the Marriot, that is a LONG haul.
