Any predictions on the number of cheaters to be retroactively snagged on the new testing?

This is complicated by the fact that the Chinese may have lost a few hundred samples already. At this point in the process, given all the blunders by the Chinese, I have little confidence in their testing abilities.
However, to your question, I would suspect a few will get nabbed, bikers (if they didn't test this at the TDF), maybe some endurance runners and triathletes, and, of course, 98% of weightlifters.
