Is there any standard for gauging one swimmer's level of competence?
for example 27.5s for 50m freestyle(long course)
1:05.00 for 100m freestyle(long course)....
I mean nationally recognized, ie, if you break this time, you are entitled a *** swimmer.

No, as a Masters swimmer you can enter any three events you wish regardless of time. But if you want to swim up to three additional events (for a total of 6) you have to have met the QTs for those three bonus events.
