Is there any standard for gauging one swimmer's level of competence?
for example 27.5s for 50m freestyle(long course)
1:05.00 for 100m freestyle(long course)....
I mean nationally recognized, ie, if you break this time, you are entitled a *** swimmer.

The only time swim meet with Qualifying Times are the two National USMS Championships www.usms.org/.../nationals.php . Besides that each team may have standards. Check with your local USMS team.
So, if you don't meet the qualifying time listed, does that mean you can't enter the event for that meet? Just curious, because when you look at the event results, there are times far slower than the qualifying times for that event.
