Based on your term - "average" - I'd go with the 20 to 30 minute range. This should encompass 85% of the roughly 40 year olds.

The standard race distance is 1500 meters. Swim times vary depending on age, sex, ability, and pool length. A 1500 swum in a 25-meter-long pool is going to be faster than a 1500 swum in a 50-meter pool.

Fastest swimmer: 17:07.98
Slowest swimmer: 49:17.01
1500 Free, 2007, Men, ages 18-104 inclusive, 25-meter pool:
Fastest swimmer: 16:42.31
Slowest swimmer: 49:02.00
