FINA are going to review current swimsuit design amid concerns that technology is influencing the sport:

Seems strange to me that the only way technical suits can be legal is if they do not offer an advantage but that the only reason for wearing one is to gain an advantage.
Does anyone out there wear a technical suit for reasons other than to help them go faster?

The bathing cap has to have a flat head attached so on entry it causes bubbles to surround the body. This helps the body travel faster while bubbles surround the body. The idea is the bubbles let the body move faster less water tension.
The hands would also have to positioned in a way that they do not go in like an arrow they have to enter in a way to create massive amounts of bubbles also.
It is theory at the momment but I have seen a mock up on this and it appears to work.
