That is correct. The state is divided into regions and each region gets a representative at the state meet if they win their respective region. When I was in Texas H.S., two from each region made it to the state meet. My region was by far the weakest in the state so pretty much just about every one in my region got 15th and 16th every time. I didn't, and we had a few stars that one or ended up top 6 but for the most part that was the case. I always felt like the kids from the fast regions got the raw end of the deal. They would get 3rd or 4th at Regionals and not get to swim in the state meet.
