Surely by this definition even a fastskin isn't permitted because I have heard a fastskin can reduce your time by at least half a second? Shouldn't the rules be more specific and actually mention wetsuits by name?

Fastskin will be never banned because The Big Names Company are the main sponsor of the swimming world, and the Fastskins are a big business, maybe the main business today.
Maybe it's the time to modify the rules book officially to include it, because :
102.15.9—Swimmers are not permitted to wear or use any device or substance to help their speed, pace or buoyancy during a race...
and looking at the marketing The Fastskins are built to reduce the drag -> help the speed, or not ?
