I guess my point is a USMS record implies the holder is a member of USMS. A National record would imply the record holder is at least a resident of the U.S. If you look in Appendix A of the rules book the records clearly say "USMS record."
Back to the Top Ten, though. So far I have three swims in the top ten for long course. That's pretty exciting for me since I've never had more than one top ten swim per course per season before!
