I see your point. Some people would abuse the system, Tracy Caulkins comes to mind. I think she always did a false start on every race, just to get into the water to loosen up.
I've never been DQ'd for a false start, and I'd hate to have it happen. It makes starts more stressful, I think, knowing that you only have one shot.

I'm with you on the Kitajima rule. I have resisted putting the DK into the pull out until about a month ago when a couple of pretty good 'strokers came up to me and intellectually abused me about the issue.
However, it looks to me as if Kosuke would still fail at a USAS meet since he kicks before the pull, a much easier place to put in the kick in my opinion. When I was starting to do the kick, it seemed to me that the beginning was the most natural and efficient place to put it.
