When I was starting to do the kick, the beginning is the most natural and efficient place to put it.
I find it the exact opposite. I treat the new pull out rule as a continuous motion starting with my hands and ending with my feet. I actually love this rule just because it makes my pullouts soooo much stronger now. I can easily reach the middle of the pool (25m) before I start my 2nd pull to bring me to the surface.
This rule would have saved me many DQs in the course of my age-group swimming career. Including one by my OWN FATHER in Divisionals and one in All-Stars. Then again, you;re not a swim parent until you have DQed your own child. I got mine out of the way Summer of 2006 :thhbbb:

I deeked my son on a backstroke turn about 4 years ago. And since his mother's the coach it was a quiet ride home except for :argue: :censor:
Personally, I love the dolphin kick addition to BR starts and turns. But it is only because I suck at evilstroke and love fly. The downside, however, is that it seems to lead to even more cheating, i.e., people sneaking in double dolphin kicks on the start. I guess for purists, it also blurs the distinction between the strokes somewhat.
I don't think backstrokers should be allowed to go 15M underwater before surfacing in SC meets. I can tolerate it LC but it simply makes the 50 and 100 Backstrokes BS (pun intended). The best backstrokers in SC are usually the best dolphin kickers, not necessarily backstrokers. Although this is not a rule passed, IMHO it should be changed.
Of course I might be a bit biased here as my SDK sucks. :D

This is a good rule change.
Add to this the "no-recall". As an official, I really like this one. You don't have to recall the race, which usually involves swimming that particular heat after all other heats in that event. If a swimmer goes early, just let them swim and inform that swimmer after of the infraction.
I don't know, but a good rule change for masters would the rule that allows butterfrog. No Buterfrog.
That would be #1 on my list of "Best Rules Change Proposals"
