The real boost was when a university (I don't remember right now) allowed access to their library system. That made the Net 3D by layering civilians systems on the military backbone. Private business took it from there. From stem cell research to a cure for cancer, its businesses that makes real progress; not governments, especially congress.
Voting "yes" to appropiate funds is not the same as creating it.
BTW it was a civilian contracted firm that started it for the military.
