It only seems improper to us because that's not what we're used too. But to Chinese athletes this is common place.
We may disagree with it and see it as harsh, or wrong, but to them it's not. I'm not saying it's an excuse, obviously we'd like every one to be treated fairly, but it's a fact of life that has been around for years and years and is most likely not going to be changed anytime soon.
