2. When do they update the top times on the website, cuz I was browsing around that section earlier, and noticed I should have some top 5 times based on the times I did at the one meet I attended, yet I am not on any of the listings?

You should (almost) never have a problem with times counting. The pool has to have been measured before a sanction is granted and meet results being turned in are a requirement for continuing to get sanctions in the future. If the pool is not long enough, then the meet information should indicate that the times will not be submitted.
The only case where there is a legitimate reason for the times not counting is if a bulkhead moved during the meet and no one noticed it until they measured the pool after the session. For a fixed length pool, the measurement need only be done once (unless there is major work done on the pool.) For a bulkhead pool, all lanes need to be measured once and then only three measurements need to be done after each session. Most do not consider this to be an onerous requirement. Again, if the meet host does not plan on fulfilling this requirement, they should indicate so in the meet information and then you get to make the call if you want to participate.
