Is it considered bad manners to go to an out of state, state meet? I don't mean the regular season meet, but the final state meet.

Check the meet information to see if it is a "closed" meet or if anyone can attend. Some meets may allow out-of-state entries but won't consider them for scoring / awards. This is more typical for USA Swimming meets, I believe.
You can get around it by transferring your registration to Unattached in that area's LMSC but the registrars will hate you for it if you keeping flipping it around, I bet. There was a kid in this area that was transferring his membership each weekend so his parents could see if he could set records in each state's championships.
