Attending someone else's State Meet

I don't think so. I went to the Utah State Champs a few years ago, even won an event, and nobody really seemed to care I was from Idaho. There were a few other people from Idaho there too. I was at that meet, too. And we were both swimming for Sawtooth Masters.
