Is it considered bad manners to go to an out of state, state meet? I don't mean the regular season meet, but the final state meet.

I don't think so. I went to the Utah State Champs a few years ago, even won an event, and nobody really seemed to care I was from Idaho. There were a few other people from Idaho there too.
