Is natural talent largely irrelevant to great success? Or is it "you've either got it or you don't"?

Maybe you should substitute "natural ability" for "talent".
As an example, there is a 16 y.o. boy on our club who will only workout
1-2 times a week for 2 or 3 weeks before a meet, then he swims low 23's for 50y and 52's for 100y. Is that "talent" or "natural ability"? It's not conditioning and one can't fully develop good technique without practicing.
