Simple. You have absolute power to change any technique rules, start/finish rules, age up rules, sky is the limit as long as the rules pertain to swimming. What would you change and why?

I would change the back-to-*** turn on all I.M.'s. Henceforth, any swimmer would be able to turn on their belly, flip, and push off into breaststroke. I think it is silly that the rules still make you touch the wall with one hand, turn, and go. It is inefficient.
Will you also allow flipping onto your front at the end of backstroke races? That is the origin of the rule, you have to finish each leg of the IM with a legal finish for that stroke.
Which brings a question to mind, how do people who do two-arm backstroke do their turns?
