Simple. You have absolute power to change any technique rules, start/finish rules, age up rules, sky is the limit as long as the rules pertain to swimming. What would you change and why?

On the other hand if drafting is Ok, then the rules need to reflect that. Current rule enforcement is pretty stupid. USMS wisely elected to stay out of the whole drafitng matter.
Drafting SHOULD be legal. Part of the fun of an open water swim is the tactics of trying to draft and trying to ditch someone who is drafting off you. (And kicking them if they touch your toes too many times.)It might also encourage some attempts at breakaways a la cycling.
