What is the difference between the USMS and USA Swimming and FINA?

Federation Internationale de Natacion Amateur, or International Federation of Amateur Swimming. The FINA rules govern the rest of the national entities. The brazilian one is called Associação Brasileira de Natação Master. My own state has the Associação Goiana de Natação Master. I pay dues to my state association and compete within the state.
