About all you can say anymore is that a person "passed" the test. You can not really say that the person is definitively "clean" anymore just because they passed the test.
What do you mean "anymore"? You can't, and never could, prove a negative. That's basic logic. You could always just conjecture that he took some drug which boost performance but no one else knows about it and there's no test that can detect it: there's no way to refute that claim.
