World's-What's your guess for meet size all sports???

I'm sorry - I'm trying hard, but I don't understand a lot of what you are writing. My question is: there are some masters swimmers in my country who would like to sign up for the world's if it is still possible. We don't want to bother anyone, or break any rules. We just want to know if they still have the possibility to enter. Since I can write some English, they asked me to help them. Should I just tell them that there is no chance? Thanks.
