15 Second Rest Rule??

Has anyone heard that if you stop for more then 15 seconds that you lose the aerobic part of a workout? I read that some where and am wondering. I am mean stopping at the end of the lane and talking ect for more then 15 seconds then continuing the workout. Please Delete, I posted last night and did not see this post. Just now I see it so this is a second post.

    I was once told that if you can substantually reduce your heart rate in 15 seconds than you are resting too long. The guy who told me this was a PE teacher & baseball coach. He used to make his team do windsprints and rest only 15 seconds between sprint. they had to do this until they'd collapse. He wsa really mean to his boys. But they had really good seasons.
