When doing a flutter kick are you supposed to have you legs straight as much as you can or do you need to bend them in your knees just a bit.I know it should come from your hips but I was just wondering especially after practicing with a kick-board and noticing that I go faster when I bend my knees just a little bit so that your feet don't just move up and down but also kinda kick parellel to the water surface,

Yes, I believe you should bend your knees slightly. You are correct in kicking from your hips. A good drill for working on your flutter kick is called vertical kicking. It requires a deep section of pool that is over your head (ie, 10 feet deep).
Unfortunately the pool I use does not go that deep. So no vertical kicking for me!
