What is the fastest age for a swimmer(mine seems to be faster as i get older and yes i swam as a youngster...now im 37..)?

I lived in South Texas for a number of years. By "Mexican" do you mean a Mexican national or a Mexican-American (you know, an immigrant like most of us)? The term Hispanic covers all of the bases (although most don't drive low riders).
Kind of a pet peeve of mine, but in 50 years non-Caucasians will represent more than 50% of the US population.
