Maybe a symptom of overtraining

Hello to all of you! I am 25 years old competitive swimmer who swims 200m butterfly, 400m individual medley and 1500m freestyle. My best time at 400m individual medley is 4:58. What is your opinion, when I swim this time at full training and tapering and when I swim the same time after training for 3 weeks doing two workouts the first week, one workout the second week and three workouts the third week?
