Freestyle Rotation

In freestyle do I want to initiate body rotation by reaching forward with my shoulders or consciously trying to rotate from the hips? It feels more natural to rotate using my shoulders but I'm not sure if I'm getting enough rotation. I want to make sure I don't give myself a shoulder injury be swimming too flat.

You want to rotate and drive with your hip. The power in freestyle and really all strokes comes from the hips.
