how do you remove black scum from caps?

Every once in awhile I find a cap in the bottom of my bag :D and it's practically new, but has those dreaded black dots of scum on it. is there ANYTHING that removes them from caps? I've tried comet, vinegar, even tile cleaner, with no luck.

soak it in Bleach and gently scrape it off best bet is throw it away get another one then keep it dry after each use
