I say anyone attempting the 1650 and 400 IM back to back deserves some slack.
It isn't too hard to make an ethical case against either practice, which doesn't necessarily mean much since philosophers love to argue. Whether it is one you would accept is another story.
Honestly, I think I'm more open minded on the topic than you. :). I can see both sides, though I concede I don't like the name calling. I'm not sure I've ever seen you agree that there could be a valid or acceptable reason for sandbagging. Split requests you are forced to live with, as you note.
