FINA rules as modified for Masters competition and as printed in the latest edition of the FINA Handbook will govern all aquatic disciplines at the V UANA Pan American Masters Championships. It is the responsibility of each competitor to be familiar with these rules. FINA rules and regulations may be found at fina.org.

Yes. The idea being that this saves time since you can start the next heat before everyone (anyone, technically) has cleared the water.
So I guess if you blow away your heat in the 1650 be prepared to hang out in your lane for a while since you won't be allowed to leave the water until everyone in your heat has finished swimming.
