I don't think anything has changed because I don't believe FINA has changed GR 9.6.1.2. FINA rule and FINA would have to change this at the next FINA Congress. This would be a major announcement and I don't believe anything has changed in FINA rules regarding mixed gender relays.
A mixed gender relay event is not included in the FINA rules GR 9.6.1.2 and consequently this mixed gender relay is not a FINA event and the World Record can not be approved because of this.
The rule in effect means that if a World Record is set similar to what Libby did, it cannot be confirmed because the mixed 4x100m freestyle relay is not an approved FINA event.
For many years in Masters Swimming, only the 200 Relays for both Women, Men, and Mixed Relays were the only relay swimming events that were approved for FINA Masters World Records, In July of 2009, in Rome at the FINA Congress, FINA changed the rule to allow 400 and 800 Relay events for World Records. FINA would have to do the same thing for Swimming and this change would have to be made next summer at the FINA Congress and be effective January 1, 2014 at the earliest to take affect.
