hand the list to the head lane timer. They don't
have to approve, so you just go ahead and swim.

Correct, and it's great if you ask me. The reality of masters swimming is you don't always know who's going to be available to swim the relay when the relay entries are due. As long as the names and ages are correct before the heat goes off I don't see any downside. If you've ever tried to organize relays you know it's not an easy task.
