I am over 65 and when I swim butterfly I can't seem to keep my hands on the surface while my hips go up. I press my chest but my arms just go down. If I keep them up then no undulation. I think I am probably too stiff in the shoulder girdle or thoracic spine area. What is the solution? Exercises? Or just making sure the hands come up before the pull?

Try some stretches? Won't solve but might help.
Stand in a doorway with your forearms on the doorframe elbows at shoulder height. Gently push your chest forward until you feel a stretch.
I always have done some in-pool stretches during and after my warmup.
