Molly, It probably happens approximately as often as the measuring device malfunctions or is used incorrectly. I don't know what the Canadian standards are, but I assume they were followed and the precedence is that the meet results were accepted by USMS in past years.
I agree that both sides of this argument will lose, unfortunately.
