Canada has to follow their own rules. Although ours are more stringent. I assume the rules have been changed since the last time I was in Canada in 2005. I don't recall being notified of the changes though. Are the new rules published when enacted and when did they become effective? Is the potential affect and cost of the rule also published? I don't recall ever reveiving notification and I don't have time to read the minutes every year.
