No, you will not get a DQ. BUT, you can only push off, pulldown, then do one kick. At that point, your head must break the surface before you take your first regular stroke. (King Frog, please correct me if I didn't get this correct.)

Assuming that kick is a dolphin kick and it always needs to be done after the initiation of the pull. You can never kick first.
From 101.2.2:
Throughout the race the stroke cycle must be one arm stroke and one leg kick in that
order.
From 101.2.3:
After the start and after each turn, a single butterfly (dolphin) kick,
which must be followed by a breaststroke kick, is permitted during or at the
completion of the first arm pull

In Breaststroke you can go beyond the 15 Meter point, as long as it is done with only 1 Pull & 1 Kick. Usually this can only be acheived on the first length with the dive entry assisting. Breaststroke's underwater distance is already set with a limit of 1 pull, 1 kick, so the 15M distance is irrelevant.
