It's not technically a rule. It's a recommendation that LMSCs/States/Zones not schedule their season ending meets within a (or is it 2) week prior to nationals. And it might only pertain to zones.
If I remember correctly, it's in part 5 of the rule book if anyone wants to see the actual language.
502.9 LMSC Championship Meets
Each LMSC may conduct championship meets, but pool meets identified as such should
not be scheduled beginning the weekend before, through and including the weekend
following the USMS short course and long course national championship meets
