Why no shuttle? Shuttles are cheaper than renting a car and drop you off at the door instead of hiking from the parking lot.
In 2012 the shuttle expense was ~$21,000 and only 330 people purchased a pass. Passes were $20ea ($6600 revenue). That means the breakeven price point needed to be ~$63. I suspect that you could use a taxi each day for a comparable cost.
Anyway, the host did not bid with a shuttle and they are not required to offer a shuttle.
