Do I Need to Provide Timers and Counters for Distance Events?

I've been trying to sign up for different swim meets, and sometimes it says to provide a counter, or to provide a counter and timer, but then other don't say anything. If the meet registration page doesn't say anything, does that mean I don't need to provide either of them? 

I'm specifically looking at Colonies Zones right now, but I've noticed this on multiple meets.

    I have not seen a meet where you HAD to provide a timer though many meets spend some time calling for volunteer times. I also haven’t seen a meet where you didn’t have to provide your own counter.
