It really depends on what you want to do? there are trains that you can take from Gothenburg (Göteborg in swedish) to Malmö (a large city in the southern tip and only 15-20 minutes farther on a train you wind up in Copenhagen) or to Stockholm.
There are some buses that run outside the city, but I would have to say that if you want to get some place remote, or a city not on the trains route, then yes you will need a car. most bus routes are for getting people to and from work.
a rental car via Hertz (sponsor of worlds) for 10 days will run about $600 for a four door. there are cheaper models and more expensive models.
