When I first started being an open water race director many years ago, I was lost about how and when to proceed. The USMS website now has Open Water Central https://www.usms.org/open-water-central. It will answer almost every question you'll have. Try looking at the Safety Director Training Module https://www.usms.org/admin/lmschb/owgto_safety_director_training.pdf. It's a little hidden.
