I don't know how many were in Austin (as I had to bail at the last minute), but I'll say Atlanta will be a little smaller (I don't think as many are coming from the west coast compared to Austin), so how about 1791.

Actually, the idea about prisoners being sent there is somewhat of a myth. Georgia was set up as a place for the "worthy poor" to rehabilitate themselves. Hard alcohol was forbidden for the first twenty years. Also, lawyers were not allowed to live within the city limits of Savannah. Alcohol and lawyers got these folks into the situation they were in back in the mother country, so they weren't about to let these things be a part of their new life in Georgia.
Of course, you would never know now that hard alcohol was at one time banned.
