The entire record situation is going to be one giant cluster**** for along time. I'm not certain any other sport has delt with an issue like this - where we are literally rewinding the clock nearly a decade.
I am not saying it is the write/wrong thing to do - just saying that it will be difficult to put record times in perspective. Rowdy will have his hands full at the next major world event trying to explain the the average viewer why Michael Phelps can't break records anymore...
See example, "baseball homerun records"
And Phelps isn't done setting WR if he is motivated to do it. He is just now developing speed.
I think it's consistent. The world records and American records can be set under different rules, so I think it is about the best we can hope for. Eventually these records will fall, though perhaps not for a while, and when they do the rules will be consistent and they won't need to have any special treatment. We may need to wait a while, though...
