Unfortunately for Cavic, a fellow Cal Golden Bear, touching the pad first is not the same as activating the pad first, as I believe Ande pointed out previously.
Touch pads are triggered by a pressure of something like 3 kilograms per square centimenter, Phelps applied 3 kilograms per square centimenter of pressure before Cavic did. Phelps hit with force, Cavic glided in & lifted his head just before touching. it's possible Cavic touched first or they tied, it was so close.
That would be assuming he did touch first. An assertion not supported by the slo mo underwater stills and video.
He is in effect claiming it was not an error of .01 but of .02
Movies are shot at 24 frames per second and look continuous to the human eye, thus we know the eye can't discern a difference of 1/24 = 0.04 seconds. I'd say anything under 0.1 seconds looks pretty much simultaneous to the human eye.
The USS Swimming standard for backup timing cameras is a minimum 100 frames per second. I'm not sure what the olympics used.
102.16.2.B.(1) Back-up timing cameras recording a minimum of 100 images per second. The cameras must be fully integrated with the timing system.
