Probably a stupid question, but what/who exactly is a Noodler?

Noodler
Probably a stupid question, but what/who exactly is a Noodler?
My understanding:
Generally: someone not swimming laps or intervals. Usually setting off just as you head into a turn. Head up breaststroke.
Specifically: some with one of those floaty noodles doing exercises/lounging/getting in the way in the water. Glares when spashed even though surrounded by water.
So a noodler in a lap lane gets a little annoying...
The remedy: splashy fly or crawl...
If you experience regular noodling you should consult your aquatic director. I got into an argument with a noodler-extreme and the AD sided with me!
The bane of most aquatic centers...in case there's not a separate area for them .
They like warm water.
They don't like splashing.
They travel in herds.
A noodler is a person who is dreaded by all lapswimmers. When I go to Mexico the pool is filled with noodlers. Even worse then noodlers are the floaties, those big air filled sunning mattresses.
