Israel should have to make its own secret sauce, not try to steal ours.
Excellent observation. Except we've already determined that: 1) there is no sauce that makes USA Swimming great (that's the Russian's bag), 2) our success isn't a secret (unless you've spent the past 12 years under a rock), and 3) Israel is publicly hiring Coach Marsh, so if they are stealing then they are the most inept thieves in modern aquatics.
